In continuation of my despatch No. 33 of April 29th.

I have the honour to report that in spite of most energetic

representations made by the Tuchun and supported by the

Civil Governor Ch'en Chiung ming declines to release

wolfram purchased under Transit Pass in the Walchow

district except against payment to his officers of $10 per

picul. As not only British, but American, French and

Japanese interests are involved, Mr. Họ Jung hain recently

sent a special deputy of relatively high military rank

with categorical orders for its surrender. To this the

response is a telegram, stating that wolfram will be dealt with es socalled illicity quarried limestone was dealt

with in 1913, when it will be remembered Ch'en Chiung ming

was Tutu of Kuang Tung. The latter,

however, haa omitted

from his calculations one consideration, namely that while

the Canton Cement Works could utilize limestone, wolfram,

in eo far as the Chinese are concerned is a useless

commodity as they do not know how to treat it and that if the foreign buyer holds out Ch'en will find himself sad-

-dled with tons of ore of which he will be unable to

dispose,

Nothing short of reestablishment of control on

the part of the Central Government will put an end to

arbitrariness of this kind.
